Chicago, Philly, and NY can be that cool. Shows what actually having prize money at your race can do.
Chicago 2009 was 33 degrees at the start. Wanjiru ran 2:06:41
Perhaps one of the ones run in Antartica? I know there is one in March and another in November.
It really depends on the wind, but I could see elites running fast well below 30 degrees. Get too close to zero and the clothing needed would probably slow you down.
I think the biggest challenge would be keeping drinks from freezing.
