Does anyone else get a dull soreness on the top of both shins in the day or two after a race or hard workout (I'm talking HS)?

The best way to describe it would be a weak feeling in the top of shins/bottom of the knees.

The best way to describe it would be a weak feeling in the top of shins/bottom of the knees.
It's probably not shin splints, which you would feel in the lower part of the shins.
