I live in the Waco area (about 40 mins away in a town called Belton, and although it was a long time ago, I went to Lorena HS, about 15-20 miles away). Aside from this year (because of injuries), I'm fairly active in the racing scene in Waco.
With your mid-17s and 36:09 10k, you're going to find that you're going to be winning a lot of the races in town. Not including the local HS'ers and the Baylor runners, there is no one in town who can match those times, except maybe for Pompilio Romero, who takes most of the wins in the area. He's a nice guy, but I don't know if he does intervals. He trains chiefly for marathons.
In other words, don't be too concerned about finding like-ability runners with whom to run intervals. You and I could meet, since I have run your kind of times (17:20 and 36:01 are my 5-yr PRs), but again, not recently, as I've been injured, and at 40 yo, I'm finding it hard to reclaim my step. (I only ran a 19:01 this past weekend.) Plus, I still live 40 mins away.
You will have to drive to Austin or Dallas to have viable competition.
But enjoy Waco. Yes, Waco is not known to be a happening place, but it's not as bad as some people in Dallas or Austin make it out to be. Running in Cameron Park is awesome. You will definitely love the hills there. But do stay south of the river. Aside from running along the north bank of the river on Lake Shore Dr (or MLK Drive as it's been renamed), don't venture to the neighborhoods north of the Brazos.
A lot of the students run on the Baylor campus, and have a path forged through some of the grass. (Even though I didn't go to Baylor, I would sometimes run on campus just to pass all the hot co-eds.)
And what a time to be at Baylor. Who would have ever thought that they would rule supreme in football?!
