It is a nice little town on the Oregon coast. There are all the basics there, community college, movie theaters, supermarkets etc. My mother used to live there so Ionly visited on vacations but it had many nice places to run. The beach is beautiful...

Coos Bay is a typical PNW coastal town, lots of tourists during the summer and lots of rain in the winter. Good town, nice people I just don't care for the weather.
Hood River is one of the windiest places on the planet. it does not rain there very much. there are good places to run and the mountains are close by. It is not that far from Portland. HR is more progressive than CB. great brewery (Fullsail)
why would tourist go to coos bay? it is an industrial town, there is nothing to do, it's a piece of junk, it's not nice or fun.
I would agree with Run in the Suns assessment of Coos Bay and Hood River. I lived in both. Hood River is a huge wind surfing town, has the gorge games which has a triatholon, adventure race, trail races and a mountain bike race to name just a few of the events. Lots of nice restaurants in the downtown area now, views of Mt. Hood and Mt. Adams, and some nice wineries in the area.
Coos Bay is a rough, coastal town. Not so many loggers anymore because the wood industry has shut down. It has some beautiful parts to the coastline with jagged cliffs and such. Other than that, not much to do there. You can go to the Pre Museum though.

drive to sunset beach
park there
go south on trails
if you do it right you can run the cliffs most of the way to shore acres and cape arago at the end. when you get to the end you can do a 400 foot climb through the trees. beautiful and a bit difficult.
after your run, stop in Charleston's Davey Jones Locker. You can get yourself a six pack of full sail.

the town of coos bay has a memorial building for pre. not so nice, but he's been gone a long time and people move on.
the high school track shame most college tracks. there were stands on the opposite side for a long time, but a good rain washed them onto the track in the early 80's...since removed...
it may not be the city, and its one brewery has closed, but it's a good town of hardworking honest people.

i spent an afternoon up there once on my way up the coast...for a runner, i would think the reasons would be obvious. it was a nice little slice of life for me, as i've always lived in the east. pleasant place. friendly people. a lot of logs. i bought a sleeping bag in an outdoor store there, so now every time i go camping, i think of pre. cheesy, i know, but whatever. anyway, i'm glad i checked it out. open your mind a little, there's interesting stuff everywhere.

I really don't think it's worth much more than an afternoon if you're thinking of visiting. The Pre "museum" doesn't take much time at all to go through. Aside from that, as others have said, it's an industrial town on the coast. Not much else to say. I ran in the Pre Memorial Run a few years ago-- the race was in the morning and the awards ceremony wasn't until like 4 p.m., and it was pretty hard to find things to do during those 4-5 hours.
Tourists might go to Coos Bay to fish. Coos Bay is not a tourist town, this is a working town. Beach tourists pass through Coos Bay, they do not vacation there.
Hood River is a tourist destination. Arguably the world's best windsurfing. Big outdoors town, white water, mountain biking, skiing, you get the drift. Quite a few people have moved there who do not have to work or choose not work or not work much. Fabulous setting.
running group? hmmm. there used to be the south coast track club. i don't know if it's still going. there is a sunday bike ride...
no fish because they're all fished. not all, but it is pretty slim pickins for the people who've done it for generations.

if you run the beaches/cliffs in coosbay you will be amazed. the town is the real oregon, no cali nor nike bullshit. meet the people, real good, hard working folks. if you worship the alter of pre then go there.
if you like the beauty of the west coast cliffs, go there. if you like blue collar bars, then mos' def.
