Great reductions in the use of CFCs will allow the ozone to be generated without being destroyed at high levels.

In other words, an international agreement banning cfc's, and passed under Republican rule, is having the desired effect, which is very good for our health, and the same could be the case with carbon trading or limits if we had the same political will in the United States and elsewhere--but if we don't do it, China and India won't do it, and that will scuttle any progress.
The difference between implementing the Montreal protocol versus Kyoto protocol all comes down to money. Like the oil companies now, DuPont continually questioned CFC-Ozone science while they held a patent on Freon. But once the existing patent expired and they had patented an alternative product (which didn't cost relatively more to produce and they could make more profit off) they turned about and agreed to phase it out.
As long as fossil fuels result in the biggest profits for energy corporations (which in turn results in the most campaign contributions to politicians), they will not be replaced. Eventfully deposits will become scarce enough that extraction and refining costs will make fossil fuels less profitable. ONLY THEN will see them phased out.
It's sad, but most people care more about money than the environment.
The OP's article and others demonstrate that there is no significant improvement. A 4% change is nothing, can happen in a week, and the double in the other direction the following week. For example, Carbon tetrachloride, one of the three major ozone depleting chemicals is found in increasing amounts.
Chemicals that replaced other CFCs responsible for damaging the ozone layer, are contributing to global warming. Paradoxically, these heat-trapping greenhouse gases are helping rebuild the ozone layer. For example, higher levels of carbon dioxide and other gases help cool the upper stratosphere, which increases the amount of ozone.
A better comparison would be to compare the ozone layer with 100 years ago, not a few months ago or seasonally.
