Where on earth would you get the idea that schools in other countries don't have track teams or track programmes ? The only difference is that some countries, mainly in Europe, allow their students to compete for clubs during school years as an affective way of strengthening local resources. Even those schools still have qualified trainers working within the school system.
In New Zeeland students are REQUIRED to do cross country at a young age for at least a short time

One of the basic problems preventing countries in Western Europe and elsewhere from having T&F/XC teams at every school is the basic lack of affordable food to eat. In England and France for instance, just to eat basic meals, consumes a significant portion of a family's budget. There's simply no money to waste on the food required for athletics training for the vast majority of people in Western Europe.
