I use many paces in my 'speed' training, so I have no idea what you're basing your premise off.

what plans? i've never known a miler to not do faaaast 200s or 300s
Mist of them almost certainly do at least a few reps at 800m pace.
The final lap of many 1500m races is at 800m pace.
Their ration of reps at mile pace versus 800m pace is probably along that 3:1 ratio, as it should be. Specificity.

I mix it up with my milers- I'll even have my better two milers run some 200's and 300's at 800 pace.
I want them running at mile pace but, especially towards the end of the season, I'll have them at 800 pace.
But most are run at goal race pace or slighly faster right?

Milers make the 3rd most money after 1) short sprinters 2) marathoners in the sport. So I would rather be a miler than an 800m runner even if I was good at both. They make a lot more than 800m guys.
