My opinion is 35 minutes. Even if you dont run you should uphold some amount of exercise, allowing you to run a 35 minute 5k.

60 minutes. But that still has to exclude the severely handicapped.

This is assuming we're talking about 18 to 35 year olds without a disability (being overweight not being a disability in itself) who are given a month or two to pick up running (e.g. endurance, pacing) and do a Couch to 5k or whatever.
