1984
Zamyatin's We
Rand's We the Living (dysopian AND real)
Read it.
Excellent Sheep
Do Androids Dream of Electric Sheep
I assume you've read Animal Farm? It's worth re-reading.
Harrison Bergeron - very apt lately.
Starship Trooper is US Army req'd reading (thought it might not be "dystopian").
Gunn's The Immortals
Diamond Age, Snow Crash, Cryptonomicon, etc. Neal whatsizname
The Passage- long but really good (in my opinion at least).
Swan Swong- good ole 1980's cold war gone nuclear novel.
On the beach
Brave New World belongs on the list.
The Lost Continent
Neuromancer
I love dystopian novels. Some that I would recommend:
A Canticle for Leibowitz by Walter M. Miller, Jr.
Oryx and Crake by Margaret Atwood
Lucifer's Hammer by Jerry Pournelle and Larry Niven
A Canticle for Leibowitz is my favorite dystopian novel that I've read. That's the one I would recommend above all others.

I just read Red Rising and I loved it.

of course it's dystopian, unless you're some kind of damn fascist.
Jennifer Government.
Darkness at Noon by Arthur Koestler. Though I suppose this is also "Historical Fiction".
there are the obvious--but still good--choices:
1984
brave new world
fahrenheit 451
clockwork orange
i wish i were more well-read in this genre; however, of books i've read i'd add:
blade runner (or the zap gun, or virtually anything else by philip dick)
the futurological congress (by stanislaw lem)
and in the graphic novel/comics category:
v for vendetta (moore)
the watchmen (moore)
the dark knight returns (miller)
y the last man (vaughn)
The Audacity of Hope.
Some great reads already mentioned.
I'll add "Brave New World" by Aldous Huxley.
'A Clockwork Orange' and '1985', both by Anthony Burgess.
