But sputtering down the on-ramp @ 40mph has to be #1 on my list. It's probably so high because of it's combination between being so unsafe, while at the same time being the method used by at least 98% of drivers.
Agreed. Once you slow down, it becomes almost impossible to merge into fast traffic. If you're going the same speed as highway traffic, you need a car length plus ~10 feet of open space to safely merge. If you slow down to 40mph, you suddenly need a huge gap if you're going to merge without being hit or at least seriously impeding traffic.
It's especially annoying where I live, because we have super long downward sloping on ramps with good visibility of the highway. It's a perfect setup to get yourself moving fast. Yet for some reason, people are constantly puttering down the on ramp at 30 mph.
