400m quickest against 800m quickest of all time.
Here is my verdict:
Rudisha may have slower raw speed but he used to be a 400m runner at youth (45.50 PR) before switching to 800m, so i bet he could with solid training do a 45 flat with more spring based work. And with his endurance he could hold on when the lactic is kicking.
Michael Johnson no doubt could run an easy 45.50 in his prime and on top of that used to run 600m in his winter training sessions but adding another 200m isn't easy when the muscles are on new territory which may catch up with him in the end, but you can never bet against the legend himself MJ.
So I would say on a one off without no training for the event rudisha is slightly better suited, but if the 600m became an Olympic event and both of them practiced and prepared for this race then Johnson as he has the speed advantage and can build more endurance adaptations with the right training the great clyde hart would set out for him.

PS: Michael Johnson can't run in his gold spikes though because he's invincible in those haha.
