Go to Payless and you will find a good neon pair of champions for $24 bucks.
Skechers Ultra. $80, light and extremely cushioned, but they are not very stable.
If you are heavy, any minor form flaw will be exacerbated by the wrong shoe, so going cheap might cost you injury dollars in the long run.
The Nike Pegasus might fit your needs. I'm guessing $80 or so at one of the letsrun sponsors' websites. I don't like them, but that's just me. You can often save money by buying last years' model shoe on closeout.
I run in the Skechers Ultra. If you can handle the bump in the midfoot, they are cushioned. I had to trim off a bit of the outsole in the midfoot area with a box cutter until it stopped bothering me, but it was easy to do.
FYI, I bought a cheap pair of Starters because I was curious if a $20 shoe could be good enough to run in. After a few runs, I noticed a design flaw that might eventually lead to an injury, so I tossed them.
