i assume you're talking about the west regional (at mt. sac), which is a qualifier for the national meet in san diego.
i don't know if there's a hard and fast time for the seeded heats (the only heats from which you can qualify for the national squad)--i think it's based also on mt. sac times, field size, if you're a state champ from some of the various states in the region, other credentials, etc.

From what I can tell there is no qualifying standard to get into the FLW regional seeded race. They recommend you select a race suitable to your abilities. But if you want to give them the entry fee for the seeded race, they'll take it.
There may be some theoretical field size limit where they would have to impose a standard if too many people applied for the seeded race, but I don't think it has been an issue in practice.
There were 176 runners in the 2013 FLW boys' regional seeded race. The last eleven crossed the line between 19:09 and 21:15.
FL 'nationals'? ... in California? would be at Balboa Park in San Diego, which you have to qualify by running in top 10 of regional finals at Mt Sac. No time - to qualify for natls - just place
Top 10 at each regional move on to Nationals.
FLW athletes tend to need to be around 15:50/18:40 to qualify.
FLS athletes tend to need to be around 15:05/17:30 to qualify.
FLMW athletes tend to need to be around 15:20/17:45 to qualify.
FLNE athlete tend to need to be around 15:50/18:20 to qualify.
