Which would be better if you don't have a lot of time for base? I am ST muscle fiber dominant and when I say high intensity I mean like more LT runs and supra lactate threshold runs

"short amount of time" is very subjective. Since you left out an objective measure you get a response that may be entirely worthless since you were too lazy to elaborate.
High intensity is absolutely the way to go with a short amount of time to prepare.
Now maybe you could consider giving objective measures of what you mean by "short amount of time."
For example, do you mean very little time per day (an hour or less) to train for a race an entire year away, or do you mean very little time before your event (only 3 months to train and reach your peak).
Or maybe you mean both, only an hour a day for the next 3 months to reach a peak.
Actually I'm not sure why I'm even responding since you are too lazy to even ask a comprehensive question.
As in a few months to train

I'm clueless as to how you could interpret the question like this.

How do you know this? Have you actually had a muscle biopsy test?
Yes
