You know, I'm a proponent of rooting out age cheating at junior competitions - for example, there should be more of an aggressive effort in keeping a 25-year-old Kenyan from cleaning up at a competition meant for junior athletes.
However, looking through these photos, I have to say, based on looks alone, most of these junior athletes look pretty old, at least in the action shots. Accordingly, I'll concede that it's not so easy to claim age cheating based on photos alone.
Most teenagers look about 25 years old to me.

Angela Tenorio, from Ecuador. She finished 2nd in the 100m. She was the athlete who had the solo 100m sprint after the men's 10km from Day 1 because of the delay in a DQ protest resolution.

I turned on the TV towards the end of the broadcast and saw the 1500m guys race. Very old looking teenagers indeed!
Which is partly why these teenagers are competing so well - they are often physically more mature than their counterparts of the same age. Chronology and physical maturity do not go hand in hand - as too many on this board seem to assume. i.e. that someone "looks a certain age". At both ends of the spectrum (young and/or old) there will always be discrepancies.
American teens would look a lot older too if they had to walk 10 kilometers to school every day, come home and bale hay and do other physical work to help their village, and live in overall poverty.
