If you have a face tattoo, odds are you are qualified for/ interested in a narrow range of fields (i.e., people with face tattoos aren't applying to become investment bankers.) Within those fields, it might not hurt your chances at all. Outside of those fields, the face tattoo will hurt your chances, particularly with regard to client-facing roles.
I'd be happy to hire a good software engineer with a face tattoo, however.
Depends on the job. A face tattoo means you are automatically hired at a bike shop.
Plenty of solid careers don't require any degree nowadays as they only care about whether or not you know how to do the work and things like being self-motivated.
Plenty of careers do have prerequisite degrees and certifications but in my experience it doesn't matter a great deal in software engineering, web development, network engineer, graphic design, IT, etc if you show that you know what you're doing.
Both are equally good for getting my combo meal to the drive through window.
