My unofficial split was 3:29.9 but it was hard to tell.............
El G split 3:28.xx in his 3:43.13
so
Webb likely split around 3:31.high - 3:32.low in his 3:46.91
Not sure if he hit that mark under 3:30 but if you added up the fastest 15 100s and subtracted the slowest one, it would be under. Not that that means much.

I don't think there was an 'official' time given for 1500m, and there is no running clock on screen for the only televised version of the race I've seen, so it makes it very difficult to be precise.
I had his laps (quarters) at the time as ~ 56.1, 57.4, 56.8 & 56.2, but again, I don't think any official splits were given at the time. I used stopwatch of the race, took a split at the finish line on each lap, then subtracted 0.9 for 1st quarter, 0.6 for second and 0.3 for the third. I think the overall time I got for him was c. 3:46.5, so those splits would differ +/- 0.2 with the absence of a running clock.
I timed his last 100m as 13.8, which = 15.0 for the last 109m from 1500 to the mile. This would give him a 1500 time of c. 3:31.9.
