I was recruited by Todd as well. He didn't get half the recruits at my level that he wanted, and personally I think he's crazy for even looking at us. However, they do get some good guys, and they have churned out some good runners recently.
Part of the reason why I believe people are unsuccessful at UB is because of the type of people that you are around. If you don't live and breath running, and are willing to put in the work, you will likely fall into the rest of the "crowd" at UB, that spends the vast majority of the time smoking weed, doing hard drugs, and drinking copious amounts of alcohol. These activities, though some would argue, are "part of college," will sink your ability to run. Many of my friends who went to UB had issues with this. This sinks runners all over the place in college, not just at UB. It just seems to me that the class of people that go to UB (sub par intelligence) are much more likely to engage in copious amounts of drinking and other activities that will sink your running.
Todd seemed like a really nice guy, he even congratulated my after I committed somewhere else. Seemed like a real class act. I wouldn't blame him for wanting guys to run high mileage. He's very serious about building a good program. And that's a good thing. I just believe, that to an extent, the environment and class of the school is really working against him.
My 2 cents there, hope it was helpful.
