Ya it is sold here in Florida at the local ABC liquor stoes now. I bought a bottle and prepared it ghetto style without all the fancy water pourer ect... Very minty and spicy good if your into that kinda thing.
It's a strong drink and has its own distinctive mood, but it doesn't have any hallucinogenic properties.
The supposed hallucinogenic effects were almost certainly just poisoning from lead and other metals in the stills it was produced in during the 1800s and early 20th century.
The wormwood/thujone in the absinthe does have a fairly noticeable numbing effect on your tongue and lips and that is part of the appeal, along with the unique ways its served and the distinctive anise/licorice taste.
You drink it diluted, usually 3-5 parts water to 1 part absinthe. The traditional way is to put the shot of absinthe in your glass then slowly drip the water into the absinthe drop by drop, rather than just dumping the water in. This tradition is both because it looks cool watching the drops of water streak into the absinthe in each drip, slowly changing the color, and also because the drip by drip way adds a distinctive texture to the finished drink. It's pretty common to drink with a cube of sugar (added at the very beginning), though that's up to personal taste. There was some Johnny Depp movie where they lit the sugar cube on fire after it soaked in the absinthe but that's a total poseur maneuver and doesn't do anything other than burn off alcohol before you can drink it.

On the BOX it says you are supposed to add the sugar cube and drip the water over/through the cube into the absinth. Please learn to drink before you talk again.

No, it's alcohol. You will get drunk, just like if you drank beer, whiskey, etc..
Sorry to disappoint you. I know after I read about it I was hoping for the big hallucinogenic fun, but it's a no go.
