The BAA counts participations, not finishes. So yes, last year counts if they started the race.
If they were so slow as to not finish...
The event itself counts a year where there wasn't a marathon as part of its longest-running-marathon streak. So why not.
Running naked is running naked, finish or not. But finishing would be a remarkable achievement.

Actually some of those streaks are very impressive, 20+ years. Even if you think there will never be a day you cant run a 310 marathon, just think of the fact that they were healthy enough to re qualify every year.
