I have yet to race this season and will do so tommorow. I want to know how I should pace myself during the race. I have run 8x200m all under 35 sec with 90 sec rest and 8x400m averaging 72 sec with 1:30 rest. What time should I shoot for?

Based on this workout alone there is absolutely no way to tell. You are clearly trolling, or you would have posted more information than this. I know plenty of people who could do this workout and not break 12:00 (unless the 8x400 was done immediately after the 8x200, less than 2min rest between the two). 1:30 is a lot of rest for a 200m repeat. It's way too short and/or too much rest to say anything about your two mile time.
What can you do for these workouts
16x200m w/ 40sec jogging rest
4x1000m w/1:30 jogging rest
My guest guess from this horribly bad information is that you will run a 10:45.
