Yes. I just got off the phone with the DMV. They have a banner running on their site due to a malfunction with the online tax/tags payment. It advises that until the malfunction is located, you can either wait an hour to speak with a Customer Service rep or head over to the local license branch to wait in line for 3 hours to pay.
While I waited for the rep, I figured out their issue. It is the first year that taxes and tags (registration) are being bundled, and the hyperlink on the front page is linking people to the section where you pay taxes on a non-registered vehicles. So when you try to pay the taxes, it says you cannot until registration is paid since the tag is red flagged. There is a separate section buried three pages in where you can opt to pay them both at once. The front page link should be hyperlinked here, but alas it is not. It should also be pointed out that the direct mail flyer that comes with your bill directs you to the front page instead of the subpage, thereby increasing the frustration.
The "malfunction" is very clear. It is one bad hyperlink. I pointed this out to the Customer Service rep and she told me that they are currently looking into what is going on. I told her that I was just trying to help and hung up. I bet it goes on for weeks.
