Heh, I've worked at 5 of them and have been to two others...
The best running is going to be at SLAC and LBNL, Berkeley is a city with lots of things to do and near a couple of other cities (Oakland and SF by BART), so that will probably be the most fun in terms of lifestyle.
NREL in Colorado would also have good running, and it's near Denver and Boulder.
Most of the other labs are in the middle of nowhere.
If you're going to be a summer student, one of the most important things is whether there will be other students in the program with you. I did a couple of summer internships as an undergrad and had a blast hanging out with the other kids in the program -- the location was practically irrelevant.
The NNSA labs are kind of in the middle of nowhere but have some excellent research, and might be fun places to work if you have the right programs.
PPPL is not too far from NYC, but everything closes pretty early at night in Princeton.
