I don't have an opinion on why Rupp was tested so much in 2013. I just want to say that when it comes to science and medicine, your combination of confidence and ignorance is truly breathtaking.

Passport values would be the most obvious reason.
It seems pretty clear they are testing the athletes that are at the top the most.
I imagine Horner was tested every day in the tour he was in the top group of the GC. I don't remember when he moved to the top group but that would be a lot of tests right there.
It is funny looking at testing, you can so , oh he was tested so much as there is suspicion, or you could say they are testing so much to quell all the rumors.
Long as folks are passing not much else can be said. Certainly better than not passing....

Armstrong passed hundreds of tests. Alberto coached Armstrong for his marathon. Do you not think WADA might think that secrets were exchanged?
their job is to make sports look good by putting on an anti-doping show and catching a few cheats here and there, but not too many.
How do you test a whole bunch of times while making sure not to catch too many cheaters? Concentrate on the ones that are ahead of the curve and aren't going to fail unless someone puts horse steroids in their beer.

I'm surprised Ritz is apparently tested more often than Lagat. Does USADA delegate tests to another authority when an athlete is out of the country?
usada DOES delegate tests via other ADO's, but it reports those tests *(that it specifically requests) on its own statistics.one thing that i'm surprised hasn't been mentioned (perhaps b/c this is a halfway obvious troll job- or the op is just a moran) is that every time rupp finishes top 3, gets an AR, or races a national champs, he's tested. how many times has he been outside teh top 3? ergo, he's going to have his numbers inflated by a lot of IN COMPETITION tests. very few of those tests are likely to be ooc tests, which actually means that usada is NOT targeting him. Horner on the other hand, umm, yeah, I think they're looking at him rather closely. heh heh.

As far as I can tell USADA is the only testing authority that releases he number of times individual athletes are tested. so there isn't any way to know for sure. I have only seen other authorities release data aggregated by sport. If you have individual listings I would much appreciate you sharing.
