I believe Rupp has a better shot at a medal than Cam, but I don't think that either one is specifically targeting the other. Their target is to get the most out of themselves to place as high as they can.
I agree. But Levins is on the upswing and Rupp, well, isn't. Levin's 2000m was the turning point. Moving to Lagat's shoulder in that race shows how confident he is. 27 high for the last 200m in a quick race.

In all seriousness, I'm rarely interested in the indoor season and wasn't even aware that Levins was even running in the event until this thread, so I don't know of any evidence that would suggest any potential performances of either runner.
However, this assessment isn't a particularly good one, since one good race doesn't always lead to another, and one bad race doesn't always lead to another. For instance, in 2011, Kenenisa Bekele had dropped out of the 10,000m Finals at Outdoor Worlds, and then proceeded to run a 26:43 in a Diamond League meet only a week or 2 after.
Likewise, take a look at Manzano and Centro. Centro is often mediocre, and Manzano is often a series of disasters leading up to a championship, yet they frequently seem to pull through.

Let's see if II can predict the race.
Levins will sit in the back to start ( in the last 3). He'll move up a bit in the middle of the race. However, when the racing starts in the last 800m, he will get gapped by a few meters. When the "real" racing starts in the last 400m, he will fall off some more.

I predict Levins sweeps past Rupp on the last bend and then seizes his (own) junk with one hand and yells "suck my Canadian Bacon!"
