I was sitting near that corner and low down in 1964. That bump may have won Mills the race because he learned that the middle lanes were more solid than lane one which had been chewed up by morning rain and previous races.
I once saw a high school race in which a runner stepped off the track at midfield and ran across to the other side where he waited for the field to get there and then hit another runner in the face.
By the way, elbows often fly in races in Europe and especially in indoor running and the start of cross country. I know of top runners who start cross country with elbows spread wide.
Racing is not the running of time trials.
And black folks couldn't vote in '64. German/ Soviets were doped to the gills, children routinely beaten for bronze medals by the Chinese.
Lets not use that time period for examples on how to behave
Salazar wants races to be conducted like his asinine post-race workouts. Would Pre, Shorter, Dixon, Snell, Joanie have whined if they had been jostled? There is the NOP/Slaney response to misfortune and then there is the response of classier runners, which is to dig down.

With all the hoola she must have been raped as well, surely. If not, then it is a making a mountain out of a molehill. This is not to disparage Hasay, she needs to learn that racing outside of the NCAA (like this clip from 64) isn't without some contact (intentional or not, and can be simply a tactic to disorient a runner) especially when weaving in and out of lanes - GG is the one that was running on the rail the entire time, Hasay couldn't decide what lane she wanted to be in.

As far as I can see this was a personal grudge (as some posters seem to have as well) against GG. It's like she doesn't really count (like a black person in the pre-war#2 era)since she is a Brooks athlete and not a Nike athlete so she is "trash". Sad comment on the state of Track in the USA if that mindset exists.
