I did in high school. Might as well have just sandpapered my groin, as that was the result.

Generally a jock strap is not required in running shorts that have a built-in liner or underwear. The split shorts of today have good liners in them. Also, shorts do wear out. I just purchase a new pair. Road R Sports does sell light weight jock for running that works. Back when I tried out for track events that required any type of jumping or movement other then straight running, I did wear a supporter underneath. And the track uniform was a split running short. The liner was poorly cut in design. Others were having a "falling out" moment while landing on the mats. It happened one time to me; therefore the strap purchase.

There is modern 'full coverage' coolmax underwear that doesn't chafe and offers the support the more manly among us require.
I like to wear mine on the outside of split shorts.
You can find soft mesh nylon and polyester jockstraps instead of the usual rubber/nylon types that can be abrasive over a long time.
