No, dodgy has a more general meaning in Britain. I.e. you might get sick from eating a dodgy curry, or have to take a day off because of a dodgy hamstring. So in this case, Hutchings could mean dishonest, short, or any number of other possibilities.
Interesting tweet by Tim Hutchings
Tim Hutchings tweeted:
Tim Hutchings @TimHutchings1 6h
Was very sceptical of women's "new world record" for Half Mar wen I heard 38 sec improvement. Now hearing it might be dodgy. You surprised?
Could we have a repeat of NYC from 1981 when the course came up short for Alberto Salazar?
Does anyone have any insight?
Dodgy = questionable
course is legit and so is the time. she is clean.
not dodgy in any of the meanings of the word.
She's as clean as paula, rupp, flojo, marion, bigmakh; no positive tests yet.
Hutchings doesn't know sh!t about road racing. He has no idea of the talent of Florence Kiplagat. He should get off Twitter. His personal results as an athlete were "dodgy" at best. Could only win in the mud.
A lot were thinking her best times wereast because of her very heavy drinking. The word in kenya is she has not been very discrete (presumably when drunk) about what she is taking and how strong her blood is. I think Hutchings has heard similar. Canova is being cute, he can talk of her training but at the very least he knows of her drinking.

I think that you are being unfair here, Hutchings was 4th in the 1984 olympics 5000m and he also was a medalist at the european champs 5000m in 1986. I would think that an athlete of his calibre, who is still very actively involved in the sport has some good insights into what is going on at the highest level.
He actually doesn't have some good insights into what is going on and the poster was right, looks like he couldn't win gold in his career outside of mud.
Cowardly statement from Hutchings, bordering on racism.
STFU, Hutchings is a very fine guy. I really enjoy his race calls and he actually knows running. His cred from his running days is more than adequate.
I don't k ow anything about this particular situation but time will tell. I'm glad he is engaged and in touch with runners and fans.
regardless of his running credentials, if he is just spreading gossip and doesn't have any proof you should shut the hell up.

Despite the fact that she runs for a proven doping country, I don't think he was implying doping.
Or he was? I don't really know.
The shortest road to personal oblivion runs through Twitter.

I would agree. The use of twitter is the single most destructive thing one can do to oneself in any given day.
I used to tweet, then I would go outside and envy the heroin addicts begging for their next hit.
I no longer tweet, and as I slowly drink myself to death at a rate of about 2 to 3 bottles of vodka per day, I think how fortunate I was to now only use Facebook (and letsrun)/

kinda obvious ...but yes he was
Tim is one of the most knowledgable athletics commentators on TV. I, for one, respect and am thankful for his comments.
