Can't speak for Canada but it is very common in Eastern Europe (in Scandinavia too I guess).
Given that 2 of the top 4 teams in the NHL on points are in Southern California (and none of the top teams are in Canada)...
Do they still play hockey in Canada?
Westchester Lagoon in Anchorage, Alaska is serviced for ice skating October - March. Also, most schools around Anchorage and most of Alaska have their own outdoor ice rinks which are reasonably maintained.
Pond hockey is still popular in New England.

Check the nationality of the players.
How about Montreal ? or Toronto area ?
I would imagine that they still play hockey outdoors in my home town of Timmins. 39 players from Timmins have played at least one game in the NHL.
Outdoor hockey is awesome some of the best ODR's are sponsored by local municipalities or by a very enthusiastic neighbour with a big backyard

About 60% of the players in the NHL are from Canada. Even more in the AHL and there are many in the pro leagues around Europe. Californians in the NHL??? I bet there is less than 1%. California has the same population as Canada. That's like asking if Kenyans still run in Kenya. Also, the CHL is the junior development league (makes up three leagues, QMJHL, WHL and OHL) most of the top European players end up in the CHL to get drafted into the NHL, so Canada is still where it is at for hockey.
Pond hockey is still very popular.

Most of the players are Canadian, regardless of where they sell their overpriced tickets.
Big pond tournament in the Wisc Northwoods every year.
I play at least one outdoor hockey game per winter on an outdoor rink. I have only gone skating on a frozen pond once in my life. As a boy many people on my street would. Ale their own ice in their back yard. I live in Saskatchewan, the province above North Dakota. It is cold there. Last winter it snowed the second week of October and didn't melt until the end of April.
Of the top 30 point getters in the league, 19 are Canadian, including number one Sydney Crosby, mind you number two John Tavares is from Buffalo, so that's pretty heady for an American.
In addition to pond hockey, street or road hockey or ball hockey are very popular in the spring and summer as is floor hockey and roller hockey.
