No but he has a better chance of breaking 4 for the mile than he does breaking 2:04 in the marathon.
Not sure, but having run an 8:11 deuce he certainly was capable.
He probably hasn't been in a competitive mile rac when he was in shape to run sub-4.
Off the top of my head:
Footlocker XC national champion; NCAA XC national champion; USATF XC national champion.
US record holder in the 5k (previously).
Olympian.
No, he hasn't run a sub-4 mile. Yes, he could have at many points in his career.
Yes, he did on a treadmill

That's true but he's also run a 3:32 so it's safe to say that he's capable of it considering that he ran a 3:58 mile not 1600, to close the 5000m in Beijing. His final 3000m was 7:35.

Yes but was there 1720 yards that were consecutively run in under 4 minutes? Otherwise the answer is no, Bekele has never gone sub-4.
TFN lists him with a 3:56.2 + indoor mark enroute. Good enough for me and I am a big time D1 coach.

In the Olympic 5000m, I think he ran 4:55 for the final 2000m. Do you accept that as sub 4?

First of all there are more than 1720 yards in a mile. I don't know where you got that from?
Anyway, he was around 3:30 with around 1609 meters to go. He was definately under 4 for the last mile after already running hard.
You really can't argue the facts.

He closed the beijing 5000m in 3:58 mile.
There's also his 4:49.9 indoor 2000m. Tough to see any way to claim that 5 x 58 / 400m isn't way under 4:00 for 1609m.

Hand times don't count. It can only count if there were electronic devices available to capture the exact time of a consecutive 1760 yard stretch. Otherwise Bekele is not in the sub-4 club.
So Ryun never broke 4 then either? All hand times for him.
