Why do Girls wear High Waisted Shorts???

Because late 80s/early 90s is back in style. Looking good is rarely part of the mindset of a woman who follows fashion trends.

Girls who wear high-waisted shorts either have guts or think they have guts. As for the skinny girls wearing them, don't be surprised. A lot of skinny girls are convinced they're fat.

They more or less pick the stupidest thing they can find in a store and wear it to look "unique". The thing is, a girl's friends will never tell her that her clothes look bad, so they end up convinced that they look great in it and buy more.

Same thing goes with those ridiculous fashion shows. Once or twice a year, the front pages of all the online news sources start popping up with pictures of women wearing things that resemble a mixture between flamingos and rhinoceros-vomit. Why no one stops to think how stupid they look is beyond me.

High waist shorts look terrible 99/100.

Was overseas recently and lots of the girls were wearing this crap. Not a good look. Looks especially bad on girls between 20-30y/o that aren't fit. Lots of girls in this category these days.

Google "Muffin Top". Seems that after so many years, out of shape girls have finally realized that they're not attractive. Then again, you're right about high waist shorts not being attractive either. If you cover up a fat stomach with cloth, it's still fat, and it still doesn't look good.
