The Kenyan national team definitely has the top end speed as shown by their national trials and Diamond league events. The real question that needs to be answered is if they will have this same speed after running (2) prelims. I believe that's why the finals are always so tactical because most are slightly fatigued from the qualifying runs wanting to save it for the end.
Good points. I don't know about Silas Kiplagat or whoever else the Kenyan team eventually picked for the third spot (have they?), but Asbel is in fact an XC monster for an 8/15 man. Like 3rd-8th in many of the big Kenyan XC races. (Most Kenyan kids have to be pretty decent in XC in order to ever be spotted, get into groups, get coaching, support, etc.) And he seems to like going back to it as his pre-season bread and butter. Nice classic stuff.
