texting apps require a data connection and, as has already been mentioned, your safest bet by far is to make sure your data roaming is turned off so you don't get lumped with an unexpected bill. To that end, just wait until you've got a wifi connection (which is pretty easy to find, wherever you are) and send away. Obviously it requires the receiver to have the same app though - whatsapp is the obvious one but easier than all that, if you've got a connection, just send an email. Stating the obvious a bit, but that's what I'd do (assuming your phone has that capacity, which I'm sure it does)

One other option that is not likely to help the OP is Project Fi. Reaon is that you have to have one of Google's phones (Nexus 5, 6, 6P, Pixel) to use Fi.. I just use my phone as I normally do here in the US. No extra charges to receive or make phone calls to the US and data rates are the same no matter where you are in the world as they are here in the US. No buying SIM cards.
Get a local SIM card. It costs around 10 EUR and you'll get 1-2GB of data.
Then for texting back to the US, get Google Hangouts with a new number. Otherwise FB messenger, etc.
