WR Attempts and Lapped Runners Rules

As an Invitational a meet director should know that

An official can explain the 127 3-5?maybe? been awhile Impeding rule and a way to avoid it being called by following a set policy say of moving to the second lane at the direction of an official, remain on the curb as the runner goes around you or what ever event or stadium safety of the athlete ground rule they have.

The english here is a little broken, but I'm not sure anything in rule 127 offers any clarity. It pertains primarily to runners with designated lanes, which doesn't occur in the 10,000 where people would typically get lapped.

The runner seemingly wouldn't be violating any rules, so I don't think the umpire would be able to call any infrigement. Unless of course meet directors have an authority somewhere to impose lane requirements once a runner is lapped.

Bumping to see if anyone else has an idea.
