Then if the rest of the field was between 3:42 and 3:50.

I think if the winner was 3:59, but everyone in the field was under 4:00, it would be hard to argue that it wasn't the best h.s. boys race ever...especially if there was a mass photo finish between 5 people...
Other scenarios might qualify as well...but if only one guy was under 4:00, he would have to be under 3:55 probably...
This is a great question since Webb ran his time in a pro race, didn't win, and didn't have other HS competition (but yet clearly ran an amazing time).

There is nationals and there are other invitationals like Arcadia. That's all this meet is, an invitational.
4 guys under 4, fastest at least 3:56
If the top 5 guys average under 4:01.
Anyway, you slice it that's the best race. That could mean:
one guy at 3:51 and 4 more at 4:02
a 3:55, a 3:59, a 4:01, and 2 4:02s
a 3:59 and 4 guys in a blanket at 4:01.4
or 5 guys altogether at 4:00.8
Any of those scenarios could stake a claim to the best high school mile ever.
Or the top 3 averaging under 4....
3 guys under 4 would definitely do it. 2 guys under probably would as well.
