Well, I went to the Syracuse website and took a look at the 2012 results for the SU women's xc/t&f teams (which I created BITD, coincidentally enough).
I saw cross times over 17min for 4200m; over 24min for a short 6000m; and over 20min for a 5000. Moreover, at the recent Big East outdoor meet--where presumably only SU's top women were competing--one just shaded 4:40 for 1500, and another (with a 10:59 seed time) was well over 11min in the steeple.
[Several years back, in fact, I saw track results for the SU women that included a 3000m time over 13min. Things probably have moved on from there, but I get the feeling that SU--to get something approaching parity, for Title IX purposes--is very welcoming to women with a variety of abilities.]
I would certainly suggest that someone who's been in the 19min range for 5k should get in touch with the coach, Chris Fox.
And regardless of whether you end up running for the team, SU is excellent academically, in a wide variety of majors.
