There are quite a few DIII schools that would fit your criteria. MIT, Harvey Mudd, and Carnegie Mellon are 3 of the very best engineering schools in the country. Johns Hopkins and Wash U are also very strong for the Biomedical Engineering/premed track. All 5 of those schools have competitive teams that you could definitely run for.
If those 5 are a bit of a reach, some other DIII schools with competitive teams and great engineering programs would be Rose Hulman, Rensselaer Polytechnic Institute, and Case Western.
Some DI schools with great engineering programs and teams you might be able to walk on if you continue to improve would be Rice, Lehigh, and Bucknell.
