We're talking the city proper, as I do not have a car. I prefer a track I can get on in the middle of the afternoon without worrying about a PE class or track team or something.
I would also love to know of any trails with marked distances that are super accurate.

Ingraham High School (might be just north of the city)
West Seattle High School
Chief Sealth High School-SW Seattle
Eckstein Middle School-about 300 meters, pretty square, but good surface and marked distances
UW Dempsey Indoor
UW Outdoor (though it looks like they might have it locked up tight)
There are many marked miles on the Burke Gilman Trail starting just east of 25th Ave and continuing NE.
Central District - Garfield High School -Standard, 400m
First/Capitol Hill - Seattle University (12th and jefferson) - Bean shaped, 400m in outside lane
Queen Anne/Fremont - Seattle Pacific University (Nickerson and Queen Anne Ave) - somewhat square, ~430 m with markers for each distance
These are the three closest rubber tracks to downtown.
Green Lake is 2.8 miles with mostly accurate quarter mile marks
Dirt tracks at Green Lake, Montlake playground, and David Rogers park
The Seattle University track is most definitely not 400m around. You can see this for yourself pretty quickly using Google Maps' distance measuring tool. According to this post, it is 443m around and has markers for various distances. That matches my experience there yesterday.
I think user nklkl may have mixed up SU's and SPU's tracks. Google Maps shows that SPU's track is bean shaped and about 400m around the outside.
There are tracks at most schools. Sometimes the fields inside are being used by soccer clubs for practices from around 4:00pm until 8 or 9. You may or maybe not be able to use them during these times but my experience has been that it is usually ok. Some are used by adult soccer leagues in the evenings. In the Fall you also have to keep in mind football practice and girls soccer practice right after school is over for the day. Middle schools might be another option but I'm not as familiar with them.
Greenlake has a cement path that is 2.8 miles around the lake. It is marked off in quarter mile increments.
I think West Seattle Stadium is open to the public most of the time, except when there are games or meets scheduled.
