The Colorado Marathon is this Sunday, so a little late to be added to the list, and though it's at altitude it's also all down hill -- averages -2% I think so enough to get a nice benefit, but not so much that your legs are pounding for 26 miles.
Also missed the Bay State Marathon in Lowell, MA. This marathon is very flat and usually has very little wind. It's either #1 or #2 for where most people get their BQ (the other being at Boston)

The Road2Hope Marathon in Hamilton, ON. Many did it last year when NYC was cancelled. I've done it. Extremely fast course, straight down the Niagara Escarpment, or the 'mountain' as area locals call it.

Someone linked this website above, but there you can actually filter the fastest races based on the hilliness or flatness and race weather. They give a score for each race - highest = fastest.
http://findmymarathon.com/location.phpIt gives the Road to Hope a very high score, so that would be a good choice.
I imagine pikes peak is a good one.

Edmonton in August is good; it was hot last year, but usually it's already turning to fall by that time and is getting chilly (one year I had to wear gloves). Fast course; lots of guys from the States come up here for their BQ.
there are some in there past September... all lists have waaay to many races who won't get me to qualify in time.

I don't want to hijack this thread but if it's about proving not only endurance but also STRENGTH as well as dedication to your COUNTRY, then competing in the crossfit games might be an alternative. OK, it's a lot harder but the rewards are greater and the badge of honor is like a chick magnet.
I'm biased because I work for the race, but I'd add the Vermont City Marathon, May 26. VCM is a net downhill course of about 100', which all comes over the last 11 miles because at 15.2 you are right next to the start line. There are only 3 hills of note on the VCM course, the first mile which no one notices, +60' at mile 7.5 and +80' at mile 14.9. The last 4.5 miles are flat and fast on the bikepath next to Lake Champlain. Crowd support is outstanding.
VCM was a 4+ minute pr for me, many years ago and one of only 2 times I broke 3:00. Course records are 2:17:03 for men and 2:35:02 for women. We offer about $15k prize money, 6 deep in open and 3 deep in masters, with bonus money available for any runners who meet the OT standards as well as for course records. We have solid fields entered so far with Matt Pelletier, a 4-time champion, and Heidi Westover, a 5-time champion, both scheduled to compete.
Marathon entry is still open with a few hundred spots remaining, relay entries are sold out.

Double emphasis. Stats don't lie.
Skagit Flats is on that list. It's predictably flat - I'd be surprised if there was 10 feet of elevation change - but can also be unpredictably hot. It was near 80 two hours in when I ran it in 2011. It is very well organized and supported though.
