Ok, now this is starting to make sense. Everyone thought that the Indian student was involved, which didn't really fit the profile. However, it does make far more sense that the bombers are Muslim terrorists.
The Sunil Tripathi mix-up is tragic. The Facebook search page and Youtube missing person videos have all been defaced. People have called him a devil and begged for his blood. All this why this shy, troubled boy is missing at best and dead at worst. Can't imagine how his family feels.

Not an answer to the question. If they're not here illegally, the assumption is that they were issued visas.
