How do you know that no on goes fro, 13:20 to 12:47? How do you know he's not 18 by any means?
east africans can often make huge jumps because they are not coming from a long career with a methodical system starting in high school or before. they may have one good opportunity and then another a year later so of course there will be big jumps. also, they tend to sack it if they are not feeling good or in the hunt for a top spot. seems like the "A for effort" rule is not really in their culture, it's more all or nothing.
the age thing doesn't really matter other than it sucks for legitimate juniors out there, but what can you do. the junior records kind of have to be thrown out the window. maybe if your a junior you look at the top time that is not east african and go for that. as for non juniors what does it matter? none. gebrhiwet will run what he does and his best times will be what they are whether they are done at what is reported as 18 or 28.
the only concern for our boys in portland is how to beat him and others like him, not their age.
