an athlete who is a non-resident member of an Association is eligible to compete for a team in that Association only if the athlete: a) resides in an adjoining Association within the government-defined Metropolitan Statistical Area (MSA) of a city which is primarily in the neighboring Association as approved by the appropriate sport committee or council; or b) has historical membership based upon Association residency (at least 3continuous USATF membership years) is eligible to compete for that club.
Part B) indicates that an athlete who has historical membership with an association for 3 years can maintain membership in that association.
Sacramento Elite is in its first year, A. Ramos was with Transports before.

Correct, but you have to maintain an association with the club and the association. So if you're in the PA and in a club and move away that's cool if you keep your club membership and PA membership, but you let them lapse or join another club you've lost your historical relationship.
Out there last night - just before rain moved in - footing good; course well groomed; - moderate rain off & on last 12 hrs. - - currently drizzle as I'm writing this. Headed out in a few minutes to check it out. Will try to post again tonite.
All this pre-race talk and no one actually talks about him finishing 7th. This is a good sign for Webb.
