that particular quote taken from that passage seems to have been taken out of context and attached to a pro-tax stance. i think what thomas jefferson was talking about was seeing a large farming estate with hundreds of acres, while some people were homeless or unemployed on the street. this quote from about 200 years ago doesn't seem to apply to small business owners of today.
also, there was no personal income tax form at all that had to be mailed to the federal government back then.
