A man whose jet ski broke down in the water outside of JFK inadvertantly exposed a glitch in the intrusion system at the airport. The 100 million dollar intrusion system didn't work likely due to the fact that the individual was soaking wet. At the time of day that the incident occured, the temperature of the air would be approaching the wet bulb temperature, which would make his wet body / suit make him invisible to the infrared detection system when he passed through (like in the movie sneakers). If you couple this with the fact that the security guards probably either were not watching the CCT that close or mistook him for a ramp worker in his life jacket and there you go.
