I don't see a road record for that distance, but the track record for 76 year olds (according to arrs.net) is 20:02 by Ed Whitlock. According to the same site, the oldest person to run 17:18 or faster was Derek Turnbull, who ran 16:38 at the age of 65.

So, no.
