I've been to Houston several times, it is the ugliest big city I've ever been to in the US. Never been to Seattle, but for their sake, I hope is prettier than Houston.
It depends on what parts of town you are talking about. The River Oaks part of Houston is prettier than most landfills and salvage yards in Seattle. The rest of Houston... not so much.

Been to both - lived in one; and before anyone calls me a "homer" in my support of Seattle on this matter - I'm a Portland native, so it's in my genes to not like Seattle....
Anyways - I'd go with Seattle due to it's overall attractiveness - along with being able to hit the mountains to go skiing and/or mountain biking at the end of the day; or head to a pier - or to the Olympic Peninsula....

Like PDXTrack I too am a native Portlander and am genetically predisposed find Seattle inferior to Portland. That said Seattle has the Olympics, North Cascades, Puget Sound and the San Juans right outside the door. Houston? Nothing remotely close in natural beauty.
I'd also add that downtown Houston after 500p is a ghost town whereas Seattle is quite lively.
No hurricanes come through Seattle, summers are gorgeous, winters are dark and can be depressing, but jump in the car and hit the mountains and things become more bearable.
As for the arts. Well musically Seattle kicks Houston's a**.
Houston is gorgeous. I love it here.
One of my friends lives in Houston and he hates it. Other friends live in the Seattle area and love it. So I'd go with Seattle.
Is this a joke? One is an absolute armpit while the other is a gem.

While I think Seattle is grossly over-rated, I would still have to say it's much more attractive than Houston. Houston does have some nice parts, but overall Seattle is prettier. Also, weather wise, you are going to be absolutely miserable going outside in Houston for 4-5 months (granted it is drizzly for 9 months in Seattle, but at least you aren't sweating through your clothes). Also, in general, I find the foliage of the Pac NW much more attractive than anything in Texas.
Seriously? You are asking this? It's no contest. One is nicknamed the "Emerald City." The other sucks.

Seattle is full of pu$$ies and girly men.
It takes a tough mutherf@#$er to live in Houston.
Therefore: Houston >>> Seattle
Been to both, gotta say Houston. The weather in Seattle in awful but when its sunny and clear it is better, but those days are rare.
Houston is purtier but seattle is prettier.
Cost of living, you can't beat Houston. Seattle is over-priced, and if you have to include your anti-depression medicine for the weather, then it adds up.
Just reading Ryan Vail's Portland interview reminds me never to move to the PacNW... and Seattle is worse for running than Portland!
