Japan has plenty of money to host and will do a great job. Lots of infrastructure in place , anything to be built will be on time and of the best quality , track will be state of the art and super fast.
Istanbul has never done anything on this scale or even close.
Spain did a great job with the Barcelona games but different times now.
I would say Japan is by far the best option.
Turkey is a fast emerging nation - both economically and sporting. But their gains in sport at the moment are in a lot down to corruption and doping.
I can't imagine how bad things will get if they got awarded the Olympics.
Spain has zero money, so no way. Istanbul is an unknown, and still something of a "hotspot" for unrest. It will probably be Tokyo.
I vote for Tokyo so we can get another Billy Mills busting through int the last 50 meters to win the 10k.
Istanbul is a great city. Hasn't hosted it yet. Pivot point between East and West. Crazy sports fans (for soccer at least). They would have my vote, but I like all three finalists.

With the rest I agree. Infrastructure is there, everything would be on time and perfectly organized. Would be a great host.
Turkey, I agree their sports achievements are, if any, due to imports of Kenyan runners or because of doping. However, Istanbul is a vibrant city with great past and bright future ahead and the only mega city that lays on two continents.

I think Istanbul would be the coolest location to visit if Turkey could pull it off and was politically stable. Maybe the games would help Turkey in that respect. Turkey has a fascinating history and lots to see but internal political and religious instability and Turkey perhaps getting into international issues with Iran, Iraq, and/or Israel in the meantime gives me some concerns.
Tokyo would be good and no doubt the Japanese would be highly competent in putting it together. I wouldn't be quite as interested in going myself, but from the athletes' standpoint and a TV viewer's standpoint, it's probably the best choice, and the safest choice overall.
Madrid would be a nice place to visit, but not my choice for the games. It's probably not doing Spain any favors either to drive up public spending even more.

Newsflash: Most of that debt is owned domestically. Japan has less foreign held debt per capita than the US. The debt is a problem, but really not that worrisome. You also can't compare Japan to Spain, because Japan is not limited by being part of a muti-member currency like the euro.
Spain is financially insolvent and is subservient to banks in Mexico and Germany. Turkey is the poorest country in the European Union, has a fascist government, and no human rights. Japan is the financial powerhouse behind the miracles of the Asian Dragons, China, India, Pakistan, South Korea, Eastern Russia, and the entire Pacific Region. Tokyo already has ready for international competitions the venues, trains, hotels, airports, telecomm facilities, etc. Tokyo is so huge and orderly the Olympics won't even be noticed by the public.
If Istanbul gets it for 2020, that means Dubai won't get it in 2024. Does anyone know why Doha, Qatar didn't make the final 3 cut?
Supposedly because it would have to be in October because of the heat in Doha, which would conflict with college football, NFL and NBA, so US TV wouldn't pay as much as a result as if the Olympics could be in the summer.

That 10,000,000,000,000 USD is converted already. Add another few zeros and you got yen. It's almost as high as the US, but only roughly 1/3 of the population.
Where I agree is that it's mostly domestically owed. Yet, what this means is in order to level the debt, they would need 100,000 USD from every single person living in Japan. That includes retired people and kids. Well, there aren't really many kids there, anyway...
