Division 1, Distance/ Mid Distance/ Any region or Conference
I must say that the Penn State coach (Beth Sullivan, head of both mens and womens programs) does get some good results (Franek is a possibly OG gal now in the steeple).
Minnesota has an associate that seems to have the confidence of the athletes and a couple of recent stars are assisting (unpaid assistants), I think.
Likewise, Vanderbilt has a man coaching but a couple of females seem to be key in the results and they have been surprising everyone, getting great results from recruits that are not at the top of the list. I think they need to fill a bit of a whole as one or two of their top-5 (top-6?) NCAA XC squad graduated, so you might make a crucial difference as well.

THANK YOU EVERYONE FOR YOUR WELL THOUGHT INPUT! I'll definitely look into these suggestions. Vandy is a great reccomendation- but i can't go within the SEC since I'm already an SEC athlete.
Stephanie Riley from bryant is a nasty runner as well
Jacob Phillips at DBU always does a great job every year. He would get my vote for best female coach in track AND XC.

When the OP said a "female coach," I assume she meant a coach who was herself female.
BAS has also been doing an outstanding job at Penn State.
Arkansas has a woman volunteer assistant coach who is pretty good. Working some walk-ons and making them travel-squad, scoring-at-conference level.

Maybe Melissa Bowerman will move up to the collegiate ranks. She may no longer be coaching at the HS level.

Melissa Bowerman, 41, who had been coaching the Condon/Wheeler track and field team with her 73-year-old husband, Jon Bowerman, was ousted this month in a phone call from school officials.

The Ohio State woman (Karen Dennis, I think) has also done pretty well as the women's head coach but their distance squad has been pretty terrible. I guess we usually assume people posting on here are distance runners....

Funny, I typically don't think of Wetmore as female...
If you're looking to run cross country, you can't go better than Gina Procaccio. She learned from some of the best and has done a damn good job with some non blue chippers like Nicky Akande and ESPECIALLY Sheila Reid.
