The IOC is an umbrella organization.
All of the Olympic sports are administered by the international federation for that sport.
track & field - IAAF.
Not a member of the IAAF - no Olympics.

Nope. USATF does not have to be in any IAAF.

To be in the Summer Olympics, USATF has to be a member of USOC which is a member of the IOC.

As previously mentioned, USATF like any one else is free to conduct it's own athletics world championships.
Impossibility

The NBA is part of USOC. The NBA is not part of the World B-Ball Federation and would never join. If the NBA was a member 10,000 free seats to the NBA Championships would have to be awarded free to 200 countries.
