What's the best dynamic warmup for a 800/1500 runner? Everybody knows static stretching decreases performance, so only true dynamic exercises.

Tell that to pretty much every Olympic sprinter who does some static stretching before racing.
there is no best warm up for everyone. We are all different, we have different needs based on our individual differences ( genetic make up, dysfunction, psychological needs). Experiment and find what is best for you.
Try different things google dynamic warmups
Here's one I like for general warm up
Jog 50 m
Trunk twists 50m
Jog 50
Goose step 50
Jog 50
A skips
Job 50
B skips
Jog 50
Jumping jacks
Jog 50
Balance drills
Jog 50
Push ups
Good to go
What are these drills?
6-8 x 100m run/100m walk doing each pair gradually faster until reaching race pace on the last two. Then rest 5 min before the start.

Dear pretty much every Olympic sprinter,
You guys do everything wrong. Just because you're genetically fast doesn't mean you know what you're doing. Stretching is a waste.
Sincerely,

I improved my Fran time by 12 seconds by taking a dynamic warmup.
See whether you can find Loren Seagrave's warmup on the internet somewhere. Saw him at a seminar once and got it from him. There's a specific sequence to it. It works.
Or look up Vern gambetta or boo schexsnayder
